The NYC DOB Facade Inspection & Safety Program (FISP)
Formerly known as Local Law 11, FISP is an amendment to the administrative code of the City of New York, in relation to inspection of the exterior walls of buildings greater than six stories in height.
Owners of buildings higher than six stories mush have exterior walls and appurtenances inspected every five years and they must file a technical facade report with the NYC Department of Buildings.
The Filing Period for Cycle 7 Reports is complete. If your building has not filed a Cycle 7 Report at this time, you are subject to fines!
Important Changes Made to Cycle 7 Reports: Owners Please Read!
An amendment of Rule 104-03 in May of 2013 requires additional inspection of balconies, including railings and fire escapes. Owners are require to have a Qualified Exterior Wall Inspector (QEWI) re-inspect any building with balconies. The inspection must be followed up with a memorandum submitted to the DOB Facades Department by February 1, 2015.

Cycle 8 Requirements Cycle 8 will again stagger the submitting of reports to the NYC DOB based on the last digit of the block number. Submissions are broken into three sections; A, B & C.
